If symbian supports some form of native binary format for apps then sure fasmarm can work. But you'll need to read the symbian manuals (are they available publicly?) to know. I don't think anyone here is actively doing phone apps.

pe format is supported via petran which translate to e32 image file format.but how call dlls functions via ordinals.

There is a good chance it follows the ARM APS. Have a look at the PROCAPS.INC and IMPORTCE.INC files in the fasmarm download. The example file ARMPE.ASM shows how to import from WinCE using ordinals in a PE format.
