It's not that easy, of course. But GRUB4DOS can (almost) run on Linux with kexec (or whatever). And Windows + DOS can run in DOSBox, DOSEMU, WINE. Heck, even the MOSS extender for DOS uses ELF (although it's non-portable as-is). And you can of course bind DOS + OS/2 or DOS + Win.
