Do you mean how to make an assembler? Like making any other interpreter, you just impliment what you want and don't want. If you need a nice basis, you can look at fasm's source code.

I would recommend The Art of Assembly by Randall Hyde. You can find it through search engines...

While surfing Amazon.com, reviewing the available titles on ASM programming, I stumbled upon "Programming from the Ground Up."

As always, I scanned the reader reviews on the document and found that one reader/reviewer supplied a link to a free .pdf version of the book. This same document can be obtained in book or letter sized '.pdf'.

Consequently, the book had gotten quite an outstanding review.

No good books on FASM AFAIK ... except "FASM.TXT" .
