So, you basically want to learn how to write operating system that has some file management, graphical display, works on some non-x86 hardware, and can decode video? Do you need some form of multitasking too? What kind of device should it be?

No, no multitasking. I'm not quite sure what device it is yet. I'm just wanting to get the real basics of everything right now.

My advice would be: grab existing linux distribution and mplayer, find some device it will work on, and make it all run. No need to rewrite what is already existing.

First you need to say what prosesor, eg : x86, arm, etc.
If your talking x86, than DexOS can do that, if you want to code it yourself, then here is a demo i have wrtten, that may help, its a bootable image viewer. ScreenShot:
