Hey everyone, I'm working on making a device right now that works as a simple picture viewer (and in the future maybe even plays music and videos) and I'm needing to make an OS that can do this for the device. The problem is that I have no idea how I can do this. Does anyone know any links or tutorials or things that could help me out? I would greatly appreciate any help.

So, you basically want to learn how to write operating system that has some file management, graphical display, works on some non-x86 hardware, and can decode video? Do you need some form of multitasking too? What kind of device should it be?

No, no multitasking. I'm not quite sure what device it is yet. I'm just wanting to get the real basics of everything right now.

My advice would be: grab existing linux distribution and mplayer, find some device it will work on, and make it all run. No need to rewrite what is already existing.

... unless you want/must write it all by yourself for some reason

First you need to say what prosesor, eg : x86, arm, etc.
If your talking x86, than DexOS can do that, if you want to code it yourself, then here is a demo i have wrtten, that may help, its a bootable image viewer.
