hi,

if i have serial-port (COM) card in PCI slot, can i program it same way as usual COM (port 3F8 etc), or not?

Some yes, some others not, really: depends by how the card is mapped.
Some have a PCI<>ISA bridge and will work that way, others (not few) will be completely different and will require their drivers under Winslows or Linux or whateverOS.

Check the specifications.
