let say we want to lock down IE, eg, to fix all the advance setting on the internet options so users cannot modify them anymore. any idea how to do that?

Err ... you can do that via the registry :
Go to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\
Restrictions, make a new DWORD key called NoBrowserOptions, set it to 1
