There are some options that I know of offhand.

LINE, old not well developed or supported: http://sourceforge.net/projects/line

CoLinux. Newer, actually runs a Linux kernel under Windows, allowing almost everything to work just fine: http://www.colinux.org/ CoLinux is a good approach, though the networking support was a little buggy the last time I used it.

My favorite approach at present is VMware Server (http://www.vmware.com/products/server/), which allows full distros to be installed and run.
