from my point of view, reactOS is just same API, while tinyKRNL is same functionality.

well ReactOS ran alot of windows programmes so I imagine it had a similar functionality. I have not used it in a long time though.

Appearantly ReactOS runs FireFox now... at least sortof. And it seems there might be some information-sharing betwen ReactOS and tinykrnl. Pretty interesting that tinykrnl is BSD-style license.
