Hello,
is it possible to "call/run/use" 64bit on windows 32bit ?
Something like direct access to 64bit ?!?

Why ?:

because ive got only winxp on a 64bit sempron
and can use only 32bit..

Sorry, but no.

To get access to long mode in Windows requires you to have WinXP x64 or Win2K3 x64.

There is one more problem. Even in Win64 from a 32-bit code you cannot use 64-bit expansions. All problem consists in different modes of addressing, and the processor works in different modes of interpretation opcodes at executing 32-bit and 64-bit commands.
