Im looking to make a completly new platform with its own code-base

Your aims are good and pascal as far as higher level languages goes, is the best.
But it worries me when, the person who starts the project can not program the project them self.

by all means get help, but you must have the knowledge to do it all your self, if need be, as its only the starter of a project that keeps them go.
So learn to program first, with litte projects, a simple game is good to start with.

Yes I know I have to be proficient in coding so thats why the project is in planning stage right now.
