Go to the SourceForge project page for it at http://sourceforge.net/projects/line

The line.sf.net url isn't operating, but the project page is up and running. (Personally, I found that line wasn't quite ready for use; a lot of programs failed to load under it, even with static linking of the binaries)

the best solution I know of is colinux, which actually lets you run a Linux system inside Windows without emulation.
