You could create it from scratch using the following documentation:

there are some examples there: http://members.tripod.com/~ladsoft/ you will need tasm (maybe any) and tlink (not tlink32) to compile them, i think. also 16-bit masm linker possibly can be used for this, and possibly watcom linker: although open watcom zip is huge (65M) if you occasionally have dos foxpro with distribution kit - there should be wlink8 - it's not easy to understand without doc how to use it, but you find some inside it via simple vewing (everything with "possible" - these ages i've been interesting only with dos)
