Its pre-emptive so I think no its not real time. Someone here will surely know for sure though.

It is mean that MenuetOS=RTOS or not?

Isn't pre-emptive the ONLY thing that CAN be RTOS, because with cooperative you don't have the slightest idea, when the thread is going to finish.
Hard real-time data fetch (I'm not sure) but I think it has nothing to do with defining RTOS
