The very specific criteria makes this look like something for homework.
This, of course, isn't a MASM board so help might be hard to garner. If you were to post what you have so far, someone might be able to spot something and point out a fix. |

You have to setup timer and scan your mouse position by that timer. Almost all work going to be done via WM_NOTIFY
Oh no, there is WM_MOUSEMOVE for mouse |
