If you mean the data directive with such name, it is described in section 1.2.2 of the manual.
flat assembler Programmer's Manual wrote:
The DP directive and its synonym DF accept the values consisting of two numerical expressions separated with colon, the first value will become the high word and the second value will become the low double word of the far pointer value.

Yes I am reading the manual, I don't know what this directive does. Cant find on the internet. How is it used? And where -- code section or data section?

In general it is quite unlikely that you need to use this directive. It defines a 48-bit far pointer. Whether you use it in code or data, it is up to you, just like with any other data directive (like DB, etc.)
