is that possible to embed a file explorer (window) permanent, on top, inside desktop?

basically, something like image below,

But desktop IS already sort of desktop window, just with custom background. Why would you?

well, i was thinking a solution for aka cheap man roaming desktop, that after user log in, the embedded window will shows their roaming folders,

it got to appears inside desktop, embedded into it, as if it is part of the grand desktop,

I guess, it’s somewhat close to the idea behind Briefcase folder in Win98.

it seems that they terminated this feature in windows 10, i don't think i ever use this briefcase feature before,
