I make a little DLL library to be used for system monitoring. In MSDN I found that to Hook 32bit processes is needed 32 bit DLL and respective for 64bit processes is needed 64 bit DLL. Is this possible to have 32 bit DLL with 64 bit callback proc / 64 bit DLL with 32 bit callback?

No. Windows has no support for such a thing.
