I've heard of FASM for ARM. What's its status? Can it be used for a) Android b) Raspberry Pi?

Yes to both a) and b), but the OS might get in your way on the Android.

By only allowing apps from the store. Or whatever other mechanisms it might have to restrict what code is allowed to run.
