I’ve never used Easy Code so might not understand what exactly the fix is about, but if we speak about dialog resources in Windows, having the same ID for different controls, menu items accelerators, etc. is perfectly valid and useful.

In a string or image table you cannot have two text strings (or two images) with the same ID. That is what could happen in Easy Code and has been fixed.
