I've just read about the solution of the "defined" problem.
Code:
if ~ defined VERSION | defined VERSION_DEFINED_HERE 
VERSION = 0x400 
VERSION_DEFINED_HERE = 1 
end if
    

Can that solution be used to prevent a repeated inclusion of files that contain defenitions?

yes, but remember tha files WILL be included, they (if-ed parts) only won't be assembled (but they will be preprocessed, so macros, fixes and "equ"s will be processed twice).
