You can do it with one device. Use a PLD, there are plenty that can do it.

Oh 74 have no strong higher so i shouldnt use diodes

The largest I know of is 8-input (N)OR such as 744078, which you can join with, say, 7402/74805 and/or 7432/74832 [these can be shared for up to 4/6 x 16-input (N)ORs] to achieve a 16 input equivalent. So the minimum in 74 series ICs is 3 for one of NOR/OR or 4 for both.

Why not use a 7400 and invert the output 1 to get both
