Sure, but a meter with 8 digits is what is being discussed. To me that means all 8 digits should be significant. There is no sense in selling a meter with 8 digits if only the first 4 are useful.

Theoretically a 24 bit adc would allow 1/2^24 step size, but noise will have great impact on results, let's assume integrating the samples gives accurate result, one can have an 8 digit (base10) result that looks ok...

6-7 digits (base 10) sounds closer to reality using the currently available consumer components, the extra digits are imaginary..
