Erm ... with wires and solder? Usually. But I suppose wire-wrapping is also used for prototyping if you can find the sockets.
I tried on the breadboard but failed and i now wonder whether it was because of the wires in a mass or the mistakes in the current

one should not combine 4xxx and 74xx gates... they are different, 4xxx is cmos, and 74xx is ttl logic, if you must do it you have to use pull-up resistors for ttl outputs if you connect them to cmos inputs.

and you will need 5V power supply

I doubt it. If you are having problems getting things running then an LED won't do as much for you.

sure i don't i just grab 2 leds and a $0.5 logic IC and solder it together

Hahahaha, I used the same for repairing a joystick from a "Dandy" console. (NES copy)
Works like a char!

It didn't head a box though, just a 9v battery, a led and the cable was the joystick cable.

I doubt it. If you are having problems getting things running then an LED won't do as much for you.
I once ran a software that can be a voltage measurer with a more cut[ed] earline
