is it possible to use fasm to make a program

for windows phone 8.1 (arm-processor)?

Perhaps it is if you have an x86 emulator. If there is no such emulator then, currently as of today, there is no port of fasm for any other CPU.

Perhaps you would like to work towards making a ported version?

Oh yeah, I completely misread that one.

So the answer is "yes" I suppose with fasmarm. But I don't know of anyone that has the API or file format details.
