HaHaAnonymous: Perhaps you can consider adding the file as an attachment here. At 11kB it is well within the limits for attachments.

The problem is that my upload quota is too low (only 5MB). What will I do if I eventually hit that limit?
Well if you never upload anything then you will never reach the limit. Besides if you do reach the limit you can always go back later and delete attachments that are less important. There is even a special attachments control panel (linked from here) that makes the job really easy.

That's the point. I do not like to delete things.
Many of the file services will delete things for you. They don't store stuff forever unless you are paying them.

I can do the same in some external file upload services (and their limit is much higher). So, I do not see the reason to upload in the forum (unless it is against rules).
There are many links to external file upload sites already here on this board that have gone dead due to a variety of reasons. I have found those external sites to be very unreliable (and often full of obnoxious ads and captchas also).
