Is it possible to set a breakpoint in Fresh BEFORE running the EXE?

If you are asking about the internal Fresh debugger - there is no implemented breakpoints at all. (The internal debugger is not finished and even not half-done).
But you can insert explicit int3 instruction in your code and the program will stop there.
