I'm not opening this article here, but I guess (from the name and Coty's comment) it's about the Japanese, right? Well, many countries had such things. The Germans during WWII had a vast network of brothels for soldiers and the French always had the "bordels de campagne".

When the German Chancellor Willy Brandt knelled in front of the Warsaw Jewish Ghetto memorial, from that instant onwards, the Germans could move forward.

The Japanese, on the other hand, still steadfastly refused to apologize to _any_ of the wrong things they have done - like experimenting on live human beings, including boiling live human and see how long they survive, and so on.

I don't think so. It happens all the time in the animal kingdom. These are just moments when we realize we all share a common origin and we can't really always forget our animal instincts, despite the development and progress of our civilization.
The real progress is when our society evolves in such a way that the conditions (e.g. poverty, unequal access to resources, war, etc.) fostering such acts never arise again. Bad news is we're not even close.

Because somehow our fellow humans can contribute greatly to a society, but our four legged friends cannot. Therefore, humans are more valuable than cats and dogs.

You can buy cats and dogs but humans are not even for sell. Because everyone has been entitled to their own free will. Apparently some idiot comes and takes it away !.

And that reflects on the owners -- with better mood they not as evil!

For the greatest part of the neolithic and until very recently in most places, humans were bought and sold along with cattle, tools, land, etc. And, to some extent, parts or functions of the human body (intellect, muscular force, physical appearance) still are everyday on the labor and black market.
