I'm trying to right a program that can send/receive packets...how would I do this(Interrupt # or library)?

You will need to use the WinSock API - unless you want unpatched win95 support, I suggest using winsock2 and importting ws2_32. For some good winsock reference, www.madwizard.org (assembly, masm-style, well-written) or http://tangentsoft.net/wskfaq/ (C code, additional information).

There should also be some sample fasm code floating around, I belive - but it might be a good idea reading about the basics before diving into the sources.
