The utility HPUSBFW.EXE (also usb_format.exe) makes an assumption which can lead to boot failure under certain
circumstances.

Only the Extended Int 13h read function is used to load the VBR. Some BIOS/versions which can boot UFD may not
support the Extended Int 13h - boot failure will result.

hpusbfw.exe and usb_format.exe are just softwares.
format.com works fine if you have the driver for the usbdrive under win98
format under linux works fine too.

no need to format with the softwares you stated.
