the problem is when i boot a cd, it assign a: to its own floppy image.
I want to swap b with a, because the installer is retarded and use only a.

my workaround is to boot with something else, and access cd this way.

So are you booting msdos? Booting from a CD is the BIOS redirecting things, not dos.
Maybe look at this, from RBIL
Quote:

INT 13 - Bootable CD-ROM - TERMINATE DISK EMULATION
AX = 4B00h
DL = drive number or 7Fh to terminate all emulations
DS:SI -> empty specification packet (see #00281)
Return: CF clear if successful
CF set on error (drive will still be in emulation mode)
AX = return codes
DS:SI specification packet filled
