Yes, kinda, a port or Fasm, FasmARM, targets ARM processors. For questions on dev'ing on ARM see the non-x86 section.

is there any sample source code for developing under nokia mobile handset? using FASMarm?

I guess it should be posible but very very hard.

There are 2 types of nokia.
The simple nokias, the does not have an OS, like 5200, 1616, 6131, 5130, c3, c5,x3,6280 etc.... Almoste all of them come with arm7.

And the nokia with an OS, Symbian OS: n95, n85, n97, e72, e73 etc... arm7, arm9, arm11 and foward

Bothe have java support, and ther is a symbian c/cpp compiler. the symbian exe format is not documented. And those nokia without an os, they have a firmware so theres no way tu introduce new executables if you not have the firmware source.

If you really want to play with the stuff, you can download navifirm, its a nokia firmware downloader. The nokia firmware are composed by 3 files generally:
MCU the main core file.
PPM the language file
CNT the content file: system images, sounds etc...
