C++ is a lot of things, OOP being one of them. Java attempts to imitate the OOP of C++ and eliminate all else. I would say C# is as close as any, but it requires the .NET Framework, so you're not really gaining anything in the way of avoiding huge libraries.

weird language
based on simple observation, at least it compiles faster than C
