Maybe in a future. There is a lot of work to make a MenuetOS port of all gdi stuff needed to play flash contents.
But as that stuff is needed for other things as well, maybe someone will create a flash player for MenuetOS....

here is a link to the flash player source code, you need to fill out a licence agrement to obtain it through this link http://www.macromedia.com/software/flashplayer/licensing/sourcecode/form.html I believ it has to be filled out by the origionl designers of MeOS in order to be granted a release of the code!
