The fasmw IDE in the latest development packages (version 0.96.0) includes an experimental support for gestures API (where available). I developed it and tested on a tablet with Windows 8 - I made the editor control react to horizontal and vertical finger swipes on the touchscreen, and scroll the text inside the window accordingly.

If any of you have access to some touchscreen and modern Windows system, please test it and let me know if there are any problems.
