Well, it seems to be a new release (after more than 10 years) of the old TMA assembler, which I remember from the times when I was starting fasm project. Actually I don't recall what was my impression of it at the time, however it may be possible that it also somehow influenced (next to TASM and NASM) the fasm's development.
Whether it had any effect on what fasm had become, or now, it's an interesting piece of history anyway.

Wow, It comes with some really cool examples. Hopefully the author will update it again before 2019 Wink
