I haven't tried using SetDIBitsToDevice to reduce flicker, but this banding suggestion might work?

I think I've tried splitting the blit in several small rectangles but the only achievement was an increased CPU usage without reducing the flickering at all (the flicker pattern changed also if I remember right).
