Only Win32s ones (NE format is not supported by fasm).

IF you know who the NE header is build up and how the NE exe look in general you could make it using the binary output mode of fasm. You'd have to do everything by you self.
Just from curiousity, why do you want to make apps for the old Windwos 3.1(1)?
