can anyone give me other uses of and not operation?

i was reverse engineering somecode, and i noticed this operation and i know for sure its used to exclude some flags. (i just wanna know what are the other uses for this operation)

Code:

; edx = 16h
; eax = 10h
not eax
and edx,eax

lets just assume:
- 2h (read)
- 4h (write)
- 10h (execute)

then the above example basically removes the execute flag.
