IrfanView? Though it's not one exe.
For Hex: https://mh-nexus.de/en/hxd/ (it even has memory/disk editing capabilities; works on files of any size and only writes the modified parts, great even for huge files) |

I also recommend Total Commander as file manager, with Imagine as an internal image viewing plug-in. It is similar in breadth of file support as IrfanView, though not as full-featured in editing aspects.

Total Commander, big +1 from me. Wouldn't be able to use the PC without it. Can't imagine people who do (yes, even on Linux, I use it with Wine)

I'm using the default windows file manager. It's kinda ok if you use autohotkey and registry edit on it. Can't live without thumbnails.
