You're asking for a resource editor?
Visual Studio can do it. On the installer screen, you will want to select the "C++/Win32 Workflow," which will install the Win32 SDK and associated tools, including RC.exe. |

rc.exe can be found alone over the Internet and I find it the best resource compiler available.
