You're asking for a resource editor?

Visual Studio can do it. On the installer screen, you will want to select the "C++/Win32 Workflow," which will install the Win32 SDK and associated tools, including RC.exe.

It's not as bloated as it used to be! My install with .NET and Win32 workflows with some extras only comes out to 6 GB (probably)!

I'm not about to suggest some hot garbage like Watcom's resource editor. If there's something else out there, I'd be interested myself.

rc.exe can be found alone over the Internet and I find it the best resource compiler available.
