I'm wondering if it would be possible to embed fasm in another application, so as to be able to use fasm syntax to assemble code at runtime in the other application.

If it is possible, what are the licensing issues?

I guess FASM is under a BSD-Like License, so just bundle the License that comes with FASM in your program.
