if there anyone using or doing a 64bit DOS like operating system?

a flat memory style, or with a memory manager?

network support with xvesa probably, minimalistic approach,

Unlike the 1970's where that was the primary purpose of the operating system was to manage data on magnetic media, be it 8", 5 1/4 or 3 1/2 disks or tape. Other than that, facilities to handle serial and parallel ports and you were good to go.

What you might be asking is there someone that has written a system that handles all the stages of initialization of most devices on modern x86 based hardware and gives you and entry point to start writing your own kernel aka OS, console or GUI. I believe Base Metal OS might be what you're looking for.

In my opinion, this is one of the better ones as it worked on all hardware that I have. There are others that have a command prompt and as well intended their efforts, were lacking in detail. Even Bare Metal, once in 64 bit needs a lot of work especially if you use the version that I speak of that's call Pure64
