what about memory locations for access and control of hardware

such as but not limited to:

USB, CD/DVD/BR, SOUND, ETHERNET, NIVIDIA GRAPHICS CARDS,

....AND BORG?

The port numbers and memory locations change. Also each device has different capabilities, and often the details of how to use it are not disclosed publicly. There is still much secrecy in the hardware device market.

Some of the older discrete "standard" cards do have information available for them, but their usage is declining.

Do you mean the information about port and memory usage of each device? If it is a PCI device then some information is available by querying the device bus, but in most cases you will still need to ask the manufacturer (or reverse engineer a driver) to know how the device works internally.
