Not included because it's not present in Win98/ME?

GetFileSizeEx

BOOL GetFileSizeEx(
HANDLE hFile,
PLARGE_INTEGER lpFileSize
);

Client Requires Windows Vista, Windows XP, or Windows 2000 Professional.
Server Requires Windows Server "Longhorn", Windows Server 2003, or Windows 2000 Server.
Header Declared in Winbase.h; include Windows.h.

Library Use Kernel32.lib.

DLL Requires Kernel32.dll.

Possibly, since Win9x/Me has this

You can have a 64 bit value with this function too but it's a little harder than GetFileSizeEx

It is not in Win98 or earlier, the SDK says,
"Requires Windows Vista, Windows XP, or Windows 2000 Professional."
