There are many on the board, I like macomics import batch file.
It's just easy to understand/edit, imho.

DUMPBIN can be scrapped/scripted fairly easy.
(Part of MS tools.)

I tried it but it does not work as it's format output inc file is not like the usual Fasm use:
section '.idata' import data readable
library kernel32, 'KERNEL32.DLL', \
user32, 'USER32.DLL', \
comctl32, 'COMCTL32.DLL', \
shlwapi, 'SHLWAPI.DLL'

include 'api\kernel32.inc'
include 'api\user32.inc'
include 'api\comctl32.inc'
include 'api\shlwapi.inc'
